Position Description

Ward to Ward Financial Inclusion Analysis

Location: Tanzania

Financial inclusion is an enabler and accelerator of broad-based economic growth and resilience, improved financial health, job creation and development. It means individuals and businesses have access to useful and affordable financial products and services that meet their needs, and they are delivered those products and services in a responsible and sustainable way. An inclusive financial system is essential infrastructure in every country. It is from this background that the government of Tanzania and various financial institutions in the country have recently intensified their efforts to extend financial services to the underserved segments of the population of Tanzania, especially for those in the agriculture sector and in rural areas.

One socially responsible bank in Tanzania is striving to be the leading provider of financial services for agriculture customers, particularly youth and women, and those from lower- and middle-income strata. In order to reach more underserved customers in the agriculture sector, the bank is planning to embark on an ambitious ward to ward financial inclusion project for branches of the bank which have agro customers. Through this project, the bank is planning to install centers for provision of financial services at the ward level, which will move financial services closer to the farming communities that they serve. The creation of ward-specific centers will save time for farmers who will be able to access financial services close to their doorsteps, obviating the need to travel to town for financial services. Traveling long distances to reach the bank increases the risk of theft for these farmers and wastes precious time and transportation costs which would otherwise be used in tending their farms.

To be able to implement this project, the bank needs to determine the potential customer base which will be served through the ward-to-ward project. The bank has approached the Farmer-to-Farmer program, asking for technical assistance in determining the potential customer base.

Therefore, the Farmer-to-Farmer (F2F) Access to Finance Program is recruiting two volunteer experts — a U.S. citizen or permanent resident who will provide remote support and technical input and a Tanzanian or neighboring country citizen or permanent resident who will execute the assignment in-country. Together, the two will conduct research to determine the potential agro-customer base in Kahama district of Shinyanga region. The pair will also provide key recommendations to the bank which will help them in implementing the envisaged ward to ward financial inclusion project.

Objectives of the Assignment: 

1. Conduct a market survey to determine potential demand for financial service for farmers at the ward level
2. Identify and highlight major economic activities of potential borrowers in the survey areas.
3. Provide recommendations to the bank to help them in implementation of the ward-to-ward financial inclusion project

Tasks to be Performed:

Pre-Assignment:

·       Hold call with the IESC F2F Tanzania Country Director and host organization to discuss the needs of assignment and strategy.   

·       Conduct literature review to identify practical lessons learned for financial inclusion in Tanzania’s agriculture sector, and study previous assignment reports of the host

·       Draft research tool (s) for the assignment

During the Assignment:

·       Attend orientation hosted by F2F staff to review assignment objectives, in country security orientation and logistics plans!

·       Hold kickoff meeting with host organization to review and finalize assignment objectives and plan.

·       Meet with representatives from host organization, including heads of departments, Branch Manager and loan officers to discuss the envisaged project.

·       Present and finalize research tool (s) based on discussion with the bank’s management.

·       Work and agree with the host on research work plan and support needed.

·       Conduct research by facilitating one on one interviews and group discussion with farmers and other agriculture sector players  to determine size of demand for financial services to farmers at the ward level, in few selected wards of Kahama district of Shinyanga region

·       Identify and highlight major economic activities of potential borrowers in the survey areas.

·       Tabulate and analyze research information and findings!

·       Prepare the research report and present it to the host.

·       Hold debriefing with host organization to share recommendations. 

·       Attend briefing with USAID Tanzania mission.  

·       Hold debriefing with F2F country team. 

·       Draft final report for assignment and submit to Country Director 

End of Assignment Report and Other Deliverables Required:

• Final trip report detailing work completed over the course of the assignment as well as recommendations for the host organization. 
• Detailed research report.
• PowerPoint presentation describing the assignment, findings, recommendations and expected impacts.

Expertise of Volunteer Expert Requested:

• University degree or higher in market research, business administration, or other relevant field; advanced degree preferred.
• Experience in doing market research an advantage.
• Knowledge of and experience in banking, credit management and agricultural access to finance in sub-Saharan Africa preferred.   
• Highly developed financial operations skills with ability to comprehensively understand business models as it relates operations (mainly credit), risk mitigation, loan recovery and financial reporting.
• Strong leadership and communication skills and capacity to plan strategically and flexibly.

• Sufficiently physically fit, with appropriate medical clearance.
• Experience working in Tanzania and/or the region will be an added advantage
• Writing Skills: reporting requires good computer skills including, but not limited to, working and generating reports with MS Word. Experience with PowerPoint presentations is desirable.

• This is a United States government funded program. Therefore, for the purpose of achieving desired results in accordance with the work plan and submitting requisite reports, written and spoken fluency in English is required.
• Ability to work through translators in the field, however, is essential. This requires deliberation and sensitivity to cultural issues in communication. Experience with training and mentoring subsistence farmers in sub-Saharan Africa preferred.

• Good writing and analytical skills, interpersonal communication and presentation skills (adult education skills), ability and desire to teach in both classroom and field settings.

Volunteer Outreach:

USAID and IESC encourages all F2F volunteers to participate in public outreach. An important objective of the program is to increase awareness of Americans’ good work in developing countries. Volunteers should select at least one outreach activity from the list below, to be completed within two months of return to the US:

• Write an entry for the IESC blog.
• Post a photo, video, or text related to the F2F assignment on a personal website, blog, Facebook page, Twitter, or other social media site. –And send a link to IESC staff.
• Send a press release to local newspaper(s) in the volunteer’s hometown. (IESC can provide a template).
• Write something for an alumni or professional association newsletter, or other publication. (IESC can help as needed).
• Give a presentation about the F2F assignment to colleagues, students, church group, rotary club, etc. 
• Send an email about F2F to friends, family, or colleagues. 
• Other. 

Description of the Program: 

IESC serves as the lead implementer for the Farmer-to-Farmer (F2F) Access to Finance Program (2018-2023) to address deficits in the financial ecosystem hindering investment and growth in agriculture for individual farmers, as well as micro, small, and medium sized enterprises through delivery of volunteer technical assistance. IESC has designed a thematic F2F program to generate sustainable, broad-based economic growth and create jobs in the agricultural sector with a special focus on assistance to women and youth.

Funded by the U.S. Agency for International Development, F2F initiatives generate rapid, sustained, and broad-based economic growth in the agricultural sector. These programs also promote international goodwill, understanding of U.S. foreign assistance programs, and private involvement in development activities. Through the F2F Program, USAID facilitates delivery of a broad range of U.S. agricultural expertise using U.S. volunteers who work with farmers, agricultural support systems and associations, and agribusinesses, in developing countries. The work of volunteers helps improve the quality of the agricultural sector workforce through training and advisory services provided to a wide range of agriculture sector actors. Volunteer assignments are designed to improve farm and agribusiness operations and agricultural systems. 

Focusing on Kenya, Tanzania, and Sri Lanka, the F2F Access to Finance Program will work with local partner organizations and volunteer hosts to field pro bono experts from the U.S. agriculture, corporate, and banking sectors to address systemic capacity constraints for farmers and lenders in each targeted country and unlock finance for improved agricultural production leading to utilization of agricultural technologies and increased sales and incomes.
